
All Construction Work Must Stop, Except Critical Services

Hire NowSenior Works Minister Datuk Seri Fadillah Yusof said all construction works across this country must be stopped during the total lockdown period. Those listed under the critical services list are exempted and allowed to operate.
The minister said in a statement that repair works and maintenance were critical services. Critical services are services that, if not allowed to continue, could pose an inconvenience or danger to workers, the public and the environment.
According to him, critical services also cover:

Road, slope and bridge repairs and maintenance,

Traffic and traffic light management control,
-
Repairs, maintenance and upgrades of facilities at critical service premises,
-
Periodic inspections and repairs of lifts, escalators, travelators and other critical mechanical and electrical equipment.

Spraying of pesticides at construction sites to prevent Aedes mosquitoes and other pests from breeding,
-
Works to maintain, clean and dry stagnant water,
Critical construction
Critical construction is also allowed to operate. involving main and critical public infrastructure that covered tunnels, slopes, bridges, viaducts and highways certified to be 80% completed.
Critical construction covers:

Repairs and maintenance of railway tracks,
-
Private residence repairs,
-
Construction of the collapsed Bailey Bridge,
-
Hospital constructions that are at least 80% finished,
-
The building of workers' accommodation at construction sites.
All construction works must stop, except the ones listed under critical services.
Fadillah said key and critical public infrastructure are also allowed to operate, which covers:
-
Tunnels, slopes, bridges, viaducts and highways certified to be 80% completed
-
MRT, LRT, ECRL,
-
Komuter, single/double track and rail projects,
-
Infrastructure associated with electricity, telecommunications, dams, drainage, and
-
Sewerage, oil and gas.
Consultants and suppliers must obtain approval through CIDB
The minister said that all contractors involved with the listed projects must obtain new approval via the Construction Industry Development Board's (CIDB) Centralised Information Management System (CIMS) for the duration of the Movement Control Order (MCO) starting June 1 2021.
Fadillah said that suppliers and consultants must apply for approval to operate through the main contractor. The main contractor is responsible for filling in the information of all suppliers and consultants related to the project into the system.
He said all previous approvals are no longer valid during the total lockdown. Approval letters printed through the system must be shown at the construction site premises. These letters could also be used as approval for movement by those involved in the project.
Standard Operating Procedures (SOPs)
The minister said the usual operating hours would apply. However, the workers capacity would be limited to 60% during the total lockdown.
According to him, among the measures the Public Works Department has taken to restrict the construction workers' movement included:
- Ensuring all workers at the construction sites undergo COVID-19 tests before starting work, and
- Workers are not allowed to move from one construction site to a different location.
He stated that the Public Works Department urges all construction industry players to comply with the newest SOPs to stop the spread of COVID-19.
