Companies Not Listed as Essential Cannot Operate at All, MITI Said

The Ministry of International Trade and Industry (MITI) recently clarified that a company cannot operate if it is not listed as an essential service and located in an enhanced movement control (EMCO) area.

MITI stated that only companies listed as essential services in the National Security Council"s (NSC) standard operating procedures (SOP) for locations under Phases 1 and 2 of the National Recovery Plan (PPN) could operate. The companies must use a new letter issued via the Covid-19 Intelligent Management System (CIMS) 3.0.

MITI also said the new CIMS 3.0 letter that essential companies can use would display "PPN" below the CIMS letter's QR code. In a statement, the

"As announced by Senior Minister (Defence) Datuk Seri Ismail Sabri Yaakob on July 1, 2021, the movement of companies in the essential services sector in EMCO areas can use the existing CIMS 3.0 letter (with the PKP 3.0 acronym under the QR code). All CIMS 3.0 approval letters have to be read together with the current EMCO SOP in force," MITI said in a statement, referring to the third movement control order (MCO 3.0).

"Companies in EMCO areas that are not in the essential services sector in the NSC SOP are not allowed to operate at all," the ministry added.

 

Authorities to take actions against companies that defy the SOP

MITI reminded companies to be responsible in complying with the SOP and that non-compliance is an offence under the Prevention and Control of Infectious Diseases Act. The Covid-19 special task force will take action against companies that do not comply with the Act.

The ministry also said the CIMS 3.0 platform is shared with 17 other ministries and three agencies. According to their respective portfolios, each ministry and agency will process and approve the companies' applications.
