
Differences Between the Revised SOPs and the Original MCO 3.0 SOPs

Hire NowThe government has made several revisions to the standard operating procedures (SOPs) of the current movement control order (MCO).
You might have noticed some differences in the latest restrictions compared to the older iteration of MCO 3.0, which came into effect 12 days ago.
Yet, many people are still confused and struggling to keep up with the updates.
Here are the major changes between the updated SOPs versus the previous ones:
Work policies for private & public sectors
Private sector
60% of all staff, including operations and management, must be present in their workplaces. The other 40% need to work from home at any given time.
Senior Minister Datuk Seri Ismail Sabri Yaakob said that those who work in offices would see their hours reduced as well.
Public sector
Only 20% of all civil servants (not including frontliners) must be present at their workplace. The other 80% would work from home, based on the Public Service Department's allocations.
Since the public sector operates on reduced capacity, Chief Secretary Tan Sri Mohammad Zuki Ali said that civil servants cannot work part-time in e-hailing services or loitering at shopping malls during working hours.
Now, 40% of private-sector employees must work from home.
Businesses and services
Businesses, including eateries and roadside stalls, can operate for 12 hours a day, from 8 am to 8 pm. The previous operating hours were 6 am to 10 pm across the board.
This category includes:
- Convenience stores
- Stores that sell daily necessities,
- Veterinary clinics,
- Pet shops,
- Barbershops,
- Optical shops,
- Car wash operators, and
- Laundromats
Pharmacies are allowed to open from 8 am until 10 pm.
The new SOP also allowed petrol stations to open from 6 am to 8 pm, except the ones along the highways. The previous operating hours were 6 am to 10 pm.
Morning and wet markets
Now, operating hours are from 6 am to 2 pm. The previous operating hours were 7 am to 2 pm. But, these hours may change under the local government's authority.
Night markets
Operating hours are from 4 pm to 8 pm. The previous hours were from 4 pm to 10 pm.
Malls and shopping complexes
Operating hours are from 8 am to 8 pm. The SOP strictly prohibits exhibitions at lobby areas. The Domestic Trade and Consumer Affairs ministry also restricts customers' shopping time to two hours max in retail outlets, including malls.
Public transportation
Land and sea public transport services, including buses, MRT, LRT, ERL, monorail, and ferries, will have to halve their capacity.
According to the National Security Council (NSC) SOP, the Transport Ministry's guidelines will set the operating hours and ride frequencies. However, Ismail Sabri has confirmed that buses and trains will operate on reduced frequency.
Religious activities
The latest SOP has allowed Friday and congregational prayers at mosques and suraus.
The state religious authorities would decide the number of attendance.
The older SOP states that 50 people was the maximum allowed for a house of worship with a capacity of over 1,000 people. It also stated that 20 people was the maximum allowed for a house of worship with a capacity of fewer than 1,000 people.
New restricted recreation and social activities
The latest SOP disallows picnicking and outdoor photography.
Wellness centres are also restricted from operating.

The new restrictions will take effect tomorrow (Tuesday, May 25) for the whole of peninsular Malaysia and Labuan.
