During the lockdown, enforcement agencies are doing their best to ensure that everyone adheres to the standard operating procedures (SOP) in all shops and workplaces listed under the essential services.

Breaching 60% worker capacity

On June 1, an employer in Penang received an RM10,000 fine for breaching the 60% worker capacity requirement. George Town OCPD Asst Comm Soffian Santong stated that the employer of a private company had allowed more than 60% of the employees to work in the office.

He added that 35 police monitoring teams and two special task force teams would conduct operations at private and government offices, public markets, construction sites and shopping malls.

The police would ensure that employers strictly adhere to the work from home (WFH) policy that requires 80% of public sector workers and 40% of private sector staff to operate from home.

"This is one of the tactics to flatten the Covid-19 curve. The people must comply with every SOP during these two weeks.

"Stay home and only go out if needed," he stated.

Roadblocks were necessary to prevent unnecessary movements.

Roadblocks to prevent unnecessary movements

ACP Soffian said the police had to ask several motorists to turn back at roadblocks because their professions were not on the list of essential businesses and industries. He said most motorists and motorcyclists were allowed to pass through the roadblocks as they showed the necessary documents. Th

"We asked the rest to turn back as we explained to them that the sector they are in is not registered as essential under the new SOP.

"We will conduct rigorous checks at every police roadblock to filter out unnecessary movements," he said.

He said the police would set up two more mobile roadblocks in the afternoon and two more at night in the district.

On Penang mainland, motorists managed to produce valid documents and travel letters before going through the police roadblock at the Butterworth-Kulim Expressway (BKE). Central Seberang Prai OCPD Asst Comm Shafee Abd Samad stated the motorists complied with the rules, adding that there was no misunderstanding on the lockdown.

Slight congestion

North Seberang Prai OCPD Asst Comm Noorzainy Mohd Noor said traffic movement was a bit congested early Tuesday morning as people drove to their workplaces. He said that the police are conducting stringent inspections on motorists and motorcyclists at roadblocks mounted in the district.

ACP Noorzainy said the police would not hesitate to act if the public attempted to cross state or district borders without necessary documents.

Penang police chief Comm Datuk Sahabudin Abd Manan said there was less traffic on the road during the first day of national lockdown.

"The traffic was smooth but a bit congested during peak hours in the morning. It was also the same in the evening rush hour," he said.
