Hire NowePPAx is Malaysia's centralised online platform for processing foreign worker permits and expatriate placement applications, administered through the Department of Labour Peninsular Malaysia (JTKSM) and the Expatriate Services Division (ESD). It's designed to make it easier for employers to hire foreign employees while following the correct procedures under Malaysian immigration and labour law — and to make abuse of the approval process harder to get away with along the way.

What Is ePPAx?
ePPAx centralises application handling for JTKSM, replacing what used to be a slower, more manual process. It gives employers visibility into their application status and simplifies document submission compared to paper-based applications.
The system operates through different sub-modules depending on who you're hiring:
- Expatriate sub-module — for professional-level expatriate placements
- Other Passes sub-module — covering general foreign workers, foreign fishermen, foreign security guards, ship crew, Professional Visit Pass (PVP) holders, and several other categories
This article covers the general foreign worker path. Construction sector employers (contractors classified G4 to G7) have an additional requirement: your construction project must be declared in CIDB's CIMS system before you submit your application in ePPAx, since project data is integrated between the two systems.
Important: Prior Approval Is Required Before You Hire
This is worth putting first rather than last: since 1 January 2023, Section 60K of the Employment Act 1955 requires employers to obtain prior approval before hiring any non-citizen employee — this applies to all new foreign hires, submitted through ePPAx. It does not apply to renewals of Employment Passes, Temporary Employment Visit Passes (PLKS), or other existing pass renewals — only to bringing on someone new.
In practice, this means the ePPAx application isn't just a formality after you've decided to hire someone — it's a required approval step that needs to happen before the hire is finalised.
ePPAx Login and Registration
To use ePPAx, employers must first register their company on the platform:
- Visit the ePPAx website at eppax.gov.my.
- Create an account by filling in the required company details, including your business registration number.
- Submit relevant documentation, such as your company's registration documents and a letter of authorisation, if applicable.
- Upon approval, you'll receive a confirmation email with your login credentials.
Once registered, log in with your credentials to access the dashboard — permit applications, renewals, and status tracking are all managed from there.
ePPAx Process and Requirements
Eligibility
Only companies registered in Malaysia can apply for foreign worker permits through ePPAx. Your company must also comply with local labour laws and applicable foreign worker quotas for your sector.
Documents Required
- Business registration documents
- A copy of the employment contract for the foreign worker
- Passport and relevant immigration information for the foreign employee
- Proof of compliance with Malaysia's minimum wage and worker welfare regulations
Approval Process
Once documents are submitted through ePPAx, the application goes to immigration authorities for review. Employers receive status updates through the platform, and will be notified there if additional information or documentation is needed.
Processing Time
Processing times vary depending on application volume and case complexity. ePPAx is designed to improve on manual processing speed, but "faster than paper forms" isn't the same as "fast" — build in buffer time rather than assuming a quick turnaround, especially during peak application periods.
Steps to Apply for a Foreign Worker Permit
- Register and log in at eppax.gov.my.
- Click "Permohonan Pekerja Asing" → "Permohonan Baharu."
- Select "Jawatan" for the position you're applying to fill with a foreign worker.
- Complete the application information.
- Click "Submit."
- Your application reference number and the processing branch will be displayed.
- JTKSM issues its approval.
- The employer is interviewed by the Regulatory Agency (AKS) at the One Stop Centre (OSC).
- Application results are released.
- The employer makes the levy payment.
- Application completed.
What's Changed Since ePPAx Launched
The system isn't static — in December 2024, JTKSM and ESD rolled out upgrades to ePPAx that added new functions, including a multi-tiered levy (MTL) module. If you last used the platform before then, expect the interface and levy calculation to look somewhat different from what you remember.
Given how often these systems and requirements get updated, it's worth checking the ePPAx portal or confirming with ESD/JTKSM directly before relying on any specific screen name or menu path described here — including the ones in the steps above.
Frequently Asked Questions
Is ePPAx the same as the Expatriate Services Division (ESD) portal?
They're closely linked — ESD is the government division responsible for expatriate and foreign worker approvals, and ePPAx is the online system through which applications are submitted and processed. You'll see both terms used somewhat interchangeably in official communications.
Is ePPAx the same as ePASS?
No. ePPAx is the application system used to apply for and process foreign worker and expatriate permits. ePASS is the digital work permit itself — the electronic replacement for the physical sticker previously placed in a worker's passport.
