Hire NowAll 961 former employees of the Land Public Transport Commission (SPAD) have been compensated by the government. According to Transport Minister, Loke Siew Fook, the employees receive about RM23 million in compensation on 31 December 2018.
Loke said the compensation was part of the government’s assistance to the SPAD employees affected by the dissolution of the commission, whose tasks have been over by the Land Public Transport Agency (APAD), starting 1 Jan 2019.
The minister said the compensation rate was based on a month of salary and according to years of service, with the minimum compensation paid fixed at three months’ salary even if the staff had worked for a shorter period.
He noted that a former employee received the highest compensation of RM268,000 without income tax deduction. Besides paying compensation, the Transport Ministry also cooperated with the Public Services Commission and Public Service Department to place former SPAD employees in other posts in the government sector.
He added that the ministry was also working with government-owned companies, such as Malaysia Airlines, Malaysia Airports Holdings Bhd, and AirAsia, in providing job opportunities to laid-off employees.
Loke said that more than 600 of 961 former SPAD employees were absorbed into the enforcement division of the Road Transport Department (JPJ) and APAD while 80% of the other 300 were offered jobs on 2 January 2019. The rest will receive offers by the end of January 2019.
The minister said he was disappointed with accusations that some were not getting jobs, with some carrying protest placards to the SPAD office. He said “I appeal to them to be patient as the government is trying its best to solve the problem. Where in the history of the previous government were workers of a disbanded government agency given other jobs and compensation?”
Successful job placements
In a recent update, more than 80% of the former SPAD employees have been successfully placed in new jobs following a talent mapping exercise carried out by the Transport Ministry.
According to the ministry’s secretary-general Mohd Khairul Adib Abdul Rahman, 340 former SPAD employees were moved to APAD and 311 enforcement officers from SPAD were put under JPJ. More than 60 were transferred to the ministry and tasked with planning and policy.
The ministry is also putting strength into Sabah and Sarawak by sending some to the Commercial Vehicle Licencing Board (LPKP) there as it wants to transform them into an economic entity.
For the rest of the former SPAD employees who have yet to get placements, Mohd Khairul said the ministry was attempting to place them into other government agencies and companies within the transportation sector.
