1. What is PENJANA HRDF?

The HRDF new economic recovery initiative, PENJANA HRDF – Training Incentive Programme highlights how generating job opportunities and training play a critical part in Malaysia’s fight to get back on its feet in the wake of the COVID-19 peak on unemployment and employability issues.

 

2. What is the main purpose of introducing PENJANA HRDF?

This initiative was introduced to accommodate the need of businesses/companies as well as for individuals to help them generate income that has likely experienced significant disruption and caused underperformance during the COVID-19 crisis.

 

3. Does PENJANA HRDF mainly focus on accomodating the post-MCO situation?

The main focus of this initiative is to resolve employability issues and enhance self-employment, Gig Economy opportunities that will equip Employers and Employees to in taking up new roles, reskill and upskill their workforce and the ability to deliver new business models relevant in a post MCO environment. HRDF also intends to maintain Malaysia’s Human Capital Development so as to remain competitive and productive post-MCO.

 

4. What are the objectives of the PENJANA HRDF?

  1. Place & Train Programme: An initiative to source for and provide employment for Malaysians especially Graduates, School Leavers and Retrenched Workers by participating in relevant value-added training courses required by selected industries.

  2. Upskilling & Reskilling Programme: This initiative will provide a platform to up-skill through high value-added training in relevant courses related to fast-growing industries. The schemes under this initiative will help Malaysians not only in enhancing their career development but also in boosting their productivity and business growth.

  3. SME Development Programme: An initiative to support SMEs in increasing their productivity and cost-effectiveness so that they remain competitive and sustainable in the market through strategic and operational training courses. The training courses will be identified through strategic collaboration with relevant stakeholders which will address critical needs post-MCO.

  4. B40 Development Programme: An initiative that aims to assist the community in general and workers within B40 households with specific skills and knowledge through end-to-end training to up-skill, gain entrepreneurship skills and increase income in various industries such as Agriculture, Food Production, Home Business, and eCommerce.

  5. Gerak Insan Gemilang (GIG) Programme: An initiative that aims to assist Malaysians with specific skills and knowledge through end-to-end training to up-skill themselves that will enable them to increase their income from various means by becoming freelancers.


5. Will HRDF follow the same mechanism as previous schemes?

Moving forward, all the initiatives will follow new standards and mechanisms in line with the demands of the post-MCO situation. All guidelines and relevant documents can be retrieved from the HRDF website at www.hrdf.com.my by stages starting from Mid-June 2020 onwards.

 

6. Will HRDF follow the same funding and incentive structure as previous schemes? 

No. There will be a new funding structure and incentives as the new funding allocation is supported by the Government and HRDF. All the guidelines and relevant documents can be retrieved from HRDF website at www.hrdf.com.my by stages starting from Mid-June 2020 onwards.

 

7. Which category of employers can participate in PENJANA HRDF?

The target group will depend on the mechanism of each scheme and the source of funding. In summary, Penjana HRDF caters to Employers (Registered/Non-Registered) Existing Employees, Future Employees, Specific Targeted Groups and Training Providers. The detailed information is available within the dedicated schemes’ guideline.

 

8. Are there any guidelines on the implementation available for these initiatives?

Detailed implementation guidelines will be available on the HRDF website at www.hrdf.com.my starting from mid-June 2020. Employers are strictly advised to adhere to the terms and conditions stipulated in the guideline.

 

9. When will proposal submission for these initiatives be opened?

The Proposal Submission is open now until mid-July 2020. There are several processes involved in the implementation stage, which will be explained in detail in the proposal format guideline.

 

10. Are there any other initiatives that will be included as part of these PENJANA HRDF?

New schemes or initiatives will be introduced in the near future as and when needed by the industry and human capital agenda after the MCO period.

 

11. How to participate in PENJANA HRDF?

Job Seeker 

  • HRDF provide assistance to job seekers for a variety of training, career and employment-related needs. Job seekers are requested to register via www.penjanahrdf.com.my for career opportunities with advisory and support.

 

Employers 

  1. Employers can register via www.penjanahrdf.com.my to provide career opportunities.

  2. Employers can collaborate with preferred HRDF Training Providers to develop the needed module for training of their employees or future employees, and submission will be from the HRDF Training Providers to HRDF.

  3. Employers are allowed to submit proposals to increase employees’ productivity through reskilling, upskilling or cross-skilling in various types of training courses.

 

Training Providers

  • HRDF Training providers are allowed to submit proposals under Penjana HRDF to provide job creation, skills training and employment opportunities.
