
Govt Extends Recalibration Plan for Illegal Immigrants Until 31 Dec

Hire NowThe Cabinet has decided to extend the Recalibration Plan for Illegal Immigrants until December 31, 2021, or until the National Covid-19 Immunisation Programme (PICK) ends.
In a statement, Home Ministry secretary-general Datuk Wan Ahmad Dahlan Abdul Aziz stated the matter was decided in a Cabinet discussion on June 23. He said that the meeting also agreed to extend the recalibration plan to Sabah and Sarawak, subject to the respective state governments' approval.
The recalibration plan manages and regulates illegal immigrants in Malaysia as legalised foreign workers. The plan is comprised of two main programmes:

The Labour Recalibration Programme, and
-
The Return Recalibration Programme.
Initially, the government implemented the plan from November 16, 2020, to June 30, 2021.
Wan Ahmad Dahlan stated that as of July 1, 2021, 248,083 illegal immigrants have signed up under the plan.
According to him, 97,892 individuals had signed up to return to their country of origin under the Return Recalibration Programme, and 149,889 individuals signed up for the Labour Recalibration Programme.
What is the Return Recalibration Programme?
The Labour Recalibration Programme regularises illegal immigrants in the country as foreign workers who eligible employers could employ.
What is the Return Recalibration Programme?
The Return Recalibration Programme allows illegal immigrants to voluntarily return to their country of origin, subject to specific stipulated conditions.
Who can participate in the Recalibration Programme?

Employers from manufacturing, construction, agriculture and plantation sectors.

Subject to the JTKSM's quota approval.

Employers comply with the conditions of foreign workers' employment. For example, levy payments and pass eligibility.

Employers are not on the suspected list or blacklist.
Foreign workers must satisfy these criteria:

Holder of Social Visit Pass (PLS), Temporary Working Permit (PLKS) includes Foreign Maids who have committed an offence under Section 15 (1) (c), i.e. stayed for a longer duration under the Immigration Act 1959/63 on or before December 31, 2020.

PLKS holders who violated the terms pass under Regulation 39 (b) of the Immigration Regulations 1963 whose pass is still valid on or before December 31, 2020.

The foreign worker did not run away from their employers.

The foreign worker must be from the following countries: Thailand, Cambodia, Nepal, Myanmar, Laos, Vietnam, Philippines, Pakistan, Sri Lanka, Bangladesh, India, Turkmenistan, Kazakhstan, Uzbekistan, and Indonesia.

The worker must not be on the suspected list or blacklist.

Have a valid country of origin travel document for at least 18 months.

Has a negative COVID-19 result test slip made within three (3) days before the appointment date.

Programme cost
The programme requires:

A deposit of RM500 per foreign worker, and
-
Recalibration fee of RM1,500 per foreign worker.
There are also other fees, including:

FOMEMA examination
-
A levy of RM1,850 for the manufacturing & construction sector and RM640 for the plantation & agriculture sector.

RM60 for Temporary Working Permit (PLKS)

RM125 processing fee
-
The visa fee depends on the worker's citizenship.
Employers can make the payment via credit or debit card only.
