Here Are the Restrictions for Areas Under EMCO

Most of Selangor and 15 localities of Kuala Lumpur are now placed under the enhanced movement control order (EMCO) from July 3 until July 16. It is the first time the EMCO has been enforced very widely in the Klang Valley. These are some of the restrictions for areas under the EMCO:

 

Travel restrictions

  • With the help of armed forces, the police will close and monitor all entry and exit points in EMCO areas. 

  • Residents cannot leave their homes. Only one representative per household can go out to purchase essential supplies. They can only travel within a 10km radius.

  • A maximum of three people, including the patient, can travel interstate and inter-district to seek medical care and attend Covid-19 vaccination appointments. 

  • Residents cannot leave their homes from 8 pm to 8 am unless they have emergencies or acquire police approval.

  • Only one person can be in a personal vehicle. Any passenger must acquire police approval. 

  • Work vehicles transporting goods or involved in the supply chain or industry can run at full capacity. The only exception is worker transportation. This policy also applies to official and government vehicles. 

 

Public transportation

  • Trains, buses, LRT, MRT, ERL, monorail, taxi, ferry, e-hailing rides can operate at 50% capacity.

  • Only one passenger can enter e-hailing vehicles and taxis.

  • Airports and seaports can run as usual.

 

Religious-related activities

  • The state religious authorities will decide if congregational prayers at the mosque are allowed or not. They will also decide on Muslim wedding ceremonies and funeral management.

  • The Ministry of National Unity will rule on the religious activities for non-Muslims.

  • The Ministry of National Unity permits non-Muslim funeral arrangements.

  • The National Registration Department (JPN) will decide on marriage registrations for non-Muslims, houses of worship and religious associations.

Essentials
Supermarkets are limited to food, drinks and essential supplies only.

Economic activities

  • Restaurants, hawker centres, food stalls and food trucks can run from 8 am until 8 pm. No dine-ins allowed.

  • Groceries and convenience stores can operate from 8 am to 8 pm. Supermarkets and hypermarkets are limited to the food, drinks and essential supplies section only and can operate from 8 am until 8 pm. 

  • Public markets, permanent farmers' markets, and MyFarm Outlets can operate from 6 am to 2 pm.

  • Daily markets, morning markets, farmers' markets, night markets and late-night bazaars are prohibited.

  • Wholesale markets can open from 12 midnight to 6 am.

 

Essential economy

  • Petrol stations are open from 6 am to 8 pm. Petrol stations on tolled highways can operate for 24 hours.

  • Hospitals, clinics and medical labs can operate as usual.

  • Pharmacies, medicine shops, veterinarians, pet food stores are open from 8 am to 8 pm. 

 

Education

  • All educational institutions are closed during the EMCO.

 

Food assistance

  • Non-governmental organisations or companies and individuals providing food assistance must consult with the District Disaster Management Committee organised under the District or State Disaster Operational Control Centres.

 

Childcare

  • Childcare, private kindergartens and kindergartens in private, international schools and enrichment centres are temporarily shut.

  • The only exception is for children whose parents or guardians are both frontliners or working in essential services.

 

Essential services

  • Civil servants and workers in essential services are limited to 20% attendance. This does not include frontliners, security and defence personnel.
  • Civil servants in non-essential services are required to work from home.
  • In the private sector, the number of staff under essential services sectors is limited to 60%, including management and operations staff.
