
Here Are the Sectors and Services Allowed to Operate Under MCO 3.0

Hire NowThe Malaysian government has announced that it will disallow all economic and social activities. However, it has released a list of economic sectors and services that can operate during the total lockdown under the Movement Control Order 3.0 (MCO 3.0) beginning June 1 until June 14, 2021.
During today's press conference, Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob stated that these sectors and services are allowed to operate:

Water,
-
Energy,
-
Waste management and public cleaning,
-
Land, air and water transport,
-
Security and defence,
-
Banks, insurance, takaful and the capital markets
-
Food and beverage (F&B), including for animals,
-
Docks, airports and transport-related to cargo and commodities,
-
Animal clinics and veterinary,
-
Communications, including media, telecommunications and internet services,
-
E-commerce,
-
Community credit, such as pawnshops,
-
Banks, insurance, takaful and the capital markets,
-
Fuel and lubricants,
-
Construction and critical infrastructure works
-
Forestry
-
Hotels are only allowed to operate as quarantine centres.
Manufacturing sectors
Ismail said all manufacturing subsectors are not allowed, except:
- Aerospace (for components, and maintenance, repair and overhaul),
- F&B,
- Packaging and printing (related to the F&B or medical sector),
- Cleaning products, and
- Health and medical.
He said that the government hopes that those in the manufacturing sector that are allowed to operate at 60% capacity will adhere to the SOPs.

The e-Commerce sector is allowed to operate during the total lockdown MCO.
Agriculture, commodities and construction sectors
The government allows farming, fishing activities, along with the supply chain-related for these activities. The government also allows the operation of agriculture, commodities and construction sectors.
Shopping malls, supermarkets, and hypermarkets
However, the government will not allow shopping malls to operate, except outlets and shops that provide necessities, such as groceries and food.
The government will also allow supermarkets and grocery shops to operate.
For supermarkets and hypermarkets, the government will only allow the F&B and necessities segments to operate. Other non-necessities such as clothing will not be allowed to run.
Fresh markets will be allowed to operate between 7 am and 12 pm. Permanent farmers' markets can open from 6 am to 4 pm, and wholesale markets from 12 am to 6 am and 11 am to 4 pm.
F&B and other businesses
The government will allow the operation of F&B outlets, restaurants and stalls. However, the governments will not allow dine-ins. Only takeaways and delivery services are allowed.
Other services allowed to operate include:
- Launderettes,
- Opticians,
- Hardware stores,
- Vehicle workshops,
- E-commerce, and
- Wholesalers.
Petrol stations can operate from 6 am to 8 pm, except for the ones running 24-hour operations at highways.
Kindergartens cannot operate, except for frontliners and families' where both parents are working.
Under this total lockdown, the minister said the authorisation letters previously granted for commuting to work, cross-district or cross-state travel would only be valid until May 31.
Employers and others looking for authorisation will need to get new approval letters from the relevant ministry or authority.
