
HR Minister Sivakumar Says Not Paying Workers on Time Is a Form of Forced Labor

Sivakumar, the Human Resources Minister, emphasized that not paying workers or delaying salaries is recognized as a component of forced labour, as defined by the International Labour Organization (ILO). He pointed out that employers practising forced labour, particularly those engaged in exporting goods, could face severe consequences, including potential trade restrictions with other countries.
Furthermore, Sivakumar reiterated that it's mandatory for employers to ensure wage payments through bank transfers directly into workers' accounts rather than using cash or cheques. He highlighted the legal obligation established by Sections 25 and 25(A) of the Employment Act 1955.
During a press conference at Wisma Perkeso, he stressed that employers failing to adhere to the bank account payment method could incur fines of up to RM50,000. This initiative aims to strengthen labour rights and ensure fair employment practices in line with international standards.
