
HRD Corp to Manage All Training Programmes Under HR Ministry

Hire NowAccording to Datuk Seri Ismail Sabri Yaakob, the Human Resource Development Corporation (HRD Corp) would serve as the key agency for all human capital development programmes, following its rebranding under the Human Resource Ministry (KSM).
To reduce redundancy, the prime minister said the government had chosen to place all upskilling and reskilling training programmes under KSM, which would be overseen by HRD Corp.
A one-stop platform for training and upskilling
"This initiative will be realised through an integrated platform or'single window' where Malaysians may look for and apply for government-sponsored skills development programmes."
When presenting the new branding of HRD Corp and Upskill Malaysia one-stop portal, he said, "This integrated platform will be accessed by more than one million Malaysians next year."
Ismail Sabri stated that 5,000 courses would be provided by various ministries and government agencies with government funding for the benefit of the 220,000 participants expected to sign up for the programmes.
Providing job opportunities for everyone
Through the development of Keluarga Malaysia (Malaysian Family), the prime minister is confident that HRD Corp, formerly known as Pembangunan Sumber Manusia Berhad (HRDF), will continue to support the country's vision of becoming a high-income nation based on the digital economy.
"This is consistent with the government's aim embodied in the 12th Malaysia Plan (12MP) and based on the Shared Prosperity Vision 2030," he added.
According to Ismail Sabri, the two key components of 12MP, Economic Empowerment and Social Engineering necessitate efforts that provide job opportunities and skills training to people from all walks of life.
He anticipated HRD Corp could provide great benefits and have a long-term impact on the country, in line with the agency's mission to improve Malaysians' standard of living through life-long learning and to meet future job requirements in the future.
"It is my goal that HRD Corp would continue to promote human capital development initiatives through further skills training, upskilling, and reskilling programmes that will benefit Keluarga Malaysia," he continued.
HRD Corp plays a vital role in developing skilled talent
Ismail Sabri said that HRD Corp has played a vital role in developing highly qualified talent through various training schemes and enhancing productivity in Malaysia's industrial sector since its inception in 1993.
He said the agency's role had grown in importance over the last 18 months as it implemented various programmes to protect existing employment and open up new ones for Malaysians.
These include the PENJANA HRDF skills training and income-generating programme, which was launched in June 2020 and has benefited nearly 100,000 people through five primary schemes:

B40 Development,

Gerak Insan Gemilang (GIG),

Industrial Revolution 4.0, and
-
SME Development.
HRD Corp has also launched e-LATiH, a free online training hub with 154,000 registered students and 400,000 enrolled in more than 400 courses.
HRD Corp had continued to strengthen its main function of collecting levies and distributing funds for skills training programmes by registered employers., The company had distributed nearly RM420 million last year for skills training programmes involving over 416,000 workers.
He said levy collection this year was expected to reach RM680 million, with a portion of it going toward training 500,000 people, as a result of the PSMB Act 2001's expansion, which saw the number of employers registered with the agency rise from 33,000 to 65,400.
"In a year's time, this figure has increased by more than 96%, affecting nearly four million workers," he stated.
The prime minister is convinced that HRD Corp can improve training management by making it more systematic and focusing on training that meets industry players' present demands.
HRD Corp to train 220,000 employees by 2022
Human Resource Minister Datuk Seri M. Saravanan stated that the government aims to train 220,000 Malaysians by 2022 through the website, which presently has over 200 programmes in 35 fields of expertise.
He said during the recovery period, HRD Corp would continue to pursue efforts to improve Malaysia's human capital capability.
"These include Jana'Preneur, an online shopping platform, and Second Chances and Opportunities for People to Excel (Scope), a skills training programme for former convicts, as well as improvements to the National Human Resource Centre (NHRC), which will serve as a 'think tank' at the national level.
“This rebranding also sees the expansion of the act, which now covers 18 primary sectors and 238 industries, to increase training opportunities to over 6.1 million employees in a few years’ time,” Saravanan added.
Saravanan said the rebranding demonstrated the agency's commitment and new direction as the key custodian of Malaysians' skills and human capital development.
