To address the issue of foreign workers who have switched to other industries arbitrarily, the Ministry of Human Resources will implement a new system: an identity card by sector.

Many foreign workers switched to other industries

Human Resources Minister Datuk Seri M. Saravanan stated that high demand in the plantation sector caused plantation owners to be ready to pay more, resulting in workers switching to the industry.

"This has caused some workers to switch to the sector, so now we are trying to resolve this problem," he stated after launching the Perak Jaminkerja Keluarga Malaysia Career Carnival 2022 at the Tapah Youth and Sports Complex here today.

He stated that implementing the sector-specific identity card system would also ensure no employer abused employee registration.

According to him, another problem is the agricultural sector's levy rate is much cheaper, and that many employers, even in other sectors, hire foreign workers via the agricultural channel since it is more affordable.

He said that by implementing the identity card based on the sector, the Human Resources Ministry could address the issue and facilitate the enforcement by the authorities, especially the Royal Malaysia Police and the Immigration Department.

Addressing the delay of foreign workers intake

Senior Works Minister Datuk Seri Fadillah Yusof was quoted on Friday as saying that the rise in palm oil prices in the plantation sector had drawn workers from other industries and had impacted the construction sector after their workers shifted to the plantation sector.

According to him, the impact of the labour shortage in the construction sector can be seen in projects that have been delayed in completion, such as the Pan Borneo Highway project.

Meanwhile, Saravanan expressed confidence that the problem of delays in the entry of foreign workers into the nation would be resolved by the end of this month. Employers were urged to be patient while the time-consuming process of hiring foreign workers was underway.

He said he's worried that many do not understand the foreign workers' hiring process. He added that employers could only start applying and get their applications processed after the reopening of Malaysia's borders on April 1.

Earlier, Saravanan stated that a total of 8,615 vacancies were offered, and 374 persons were interviewed as of yesterday afternoon at the Perak Jaminkerja Keluarga Malaysia Career Carnival, which was held for two days beginning yesterday.

According to him, 53 of all jobseekers managed to secure jobs, and 140 persons successfully advanced to the second round of the job interviews, with 32 employers at the carnival.
