Klang Valley and Melaka Will Enter Phase 3 of NRP on Oct 1

Prime Minister Datuk Seri Ismail Sabri Yaakob has announced that Klang Valley and Melaka will transition to Phase 3 of the National Recovery Plan (NRP) beginning Friday, October 1.

In a statement today, he added that Kedah would transition to Phase 2 of the NRP. With this announcement, no states in this country stay under Phase 1. Ismail Sabri said the government made the movement of phases after considering the Health Ministry and the National Security Council's risk analysis.

He said the decision to transition the states was made according to the decline in overall R-naught, recorded at 0.88 on October 28, followed by the decreasing trend in cases and Covid-19 patients admitted to ICU.

 

Official functions allowed in Phases 2 and 3 areas

On the relaxation, the Prime Minister said the Special Committee on Pandemic Management has decided to allow official government and private functions, including opening ceremonies, seminars and workshops, for states under Phases 2 and 3.

All guests must be fully vaccinated, and the event must operate at 50% of the venue's capacity. People who are not fully vaccinated must undergo Covid-19 tests via saliva or self-test in the presence of the event's host, or the test has to be confirmed by a medical practitioner.

 

Reopening of skills training sector and industrial training centres

Ismail Sabri said the government is also reopening the skills training sector and industrial training centres, including TVET, vocational colleges, etc. 

This ease of restriction applies to states under all phases in compliance with the latest SOPs. This decision was in line with the opening of higher learning institutions that would come into effect beginning October 15.

Audiences allowed in stadium for sports and recreation events 

Audiences were allowed to return to spectate sport and recreation matches. Some of the rules are:

  • Only fully vaccinated people can enter,

  • One must wear a face mask throughout the sporting event, 

  • Consumption of food and beverage is not allowed in stadiums, and

  • Children under 18 years old are not allowed to attend live sporting events. 

 

Kedah will join Perak, Perak, Kelantan, Johor and Sabah in Phase 2. Meanwhile, Selangor will join Pahang, Perlis, Terengganu and Sarawak in Phase 3 while Labuan and Negeri Sembilan are in Phase 4.

Phase 2 and Phase 3 areas must follow the 50% capacity SOP for venues hosting such functions, while areas in Phase 4 can allow 100% capacity.

"Although the government is easing some restrictions, I hope the people will continue to follow the established SOPs to break the chain of infection," he said.

"The country is heading into an endemic phase, where we will proceed to live together with Covid-19 in the new norm."
