List of Businesses Allowed to Operate During Phase One of PPN

As most areas of Selangor are no longer under the Enhanced Movement Control Order (EMCO), the state has now reverted to Phase One of the National Recovery Plan (PPN).

Here are the business activities that are allowed during the first phase of the PPN. We have also added the new activities allowed as of July 16.

 

List of essential services allowed to operate

1. Food and beverages, including food supply for animals.

2. Healthcare, medical services, clinics, and veterinary services, including dietary supplements, veterinarian services, etc.

3. Water supply services,

4. Energy supply services,

5. Security and safety, defence, emergency, social and humanitarian aid services.

6. Waste disposal, public sanitisation and sewerage.

7. Land, water and air transport.

8. Port, shipyard, airport services and operations, including loading, unloading, cargo handling and piloting, storage or transportation of commodities.

9. Communications, including media, telecommunications, Internet, post and courier, and broadcasting (to convey information, news, etc.)

10. Banking, insurance, takaful and capital markets (at 60% capacity)

11. Community credit and pawn shops.

12. E-commerce and information technology.

13. Production, distillation, storage, supply and distribution of fuel and lubricant.

14. Hotels and accommodation (only for quarantine purposes, employment for essential services).

15. Critical construction, maintenance and repair. 

16. Forestry services (only for enforcement) and wildlife.

17. Legislative and judiciary sector.

18. Lawyers and commissioners for oaths.

19. Logistics limited to delivery of essential services.

 

List of essential services allowed to operate

A. Manufacturing (60% Worker Capacity Only)

1. Aerospace (components and maintenance, repair and overhaul - MRO).

2. Food and beverages.

3. Packaging and printing materials related to food and health materials.

4. Personal care items and detergents.

5. Health care and medical products.

6. Personal care items, personal protective equipment (PPE), rubber gloves and fire safety equipment.

7. Medical devices' components.

8. Electrical and Electronics that are of the importance of global economic chain.

9. Oil and Gas, including petrochemical and its products.

10. Machines and equipment related to health and food products only

11. Textiles for PPE production only.

12. Production, distillation, storage, supply and distribution of fuel and lubricants.

 

List of essential services according to sector

B. Agriculture, Fisheries, Livestock, Plantation and Commodities (Optimal worker capacity)

1. Agriculture, fisheries, livestock and supply chains.

2. Palm oil, rubber, pepper and cocoa plantation and commodities, and their supply chains.

 

C. Construction

1. Critical maintenance and repair works.

2. Major public infrastructure construction works.

3. Building construction work providing complete employee accommodation on the construction site or workers stationed in Centralised Worker Quarters (CLQ).

4. Construction works for small-scale projects carried out by G1, G2, G3 and G4 contractors. (newly updated)

 

D. Distribution Trading

1. Shopping complexes are CLOSED except supermarkets, hypermarkets, and department storesINCLUDING all essential services listed.

2. Supermarkets and hypermarkets.

3. Department stores, NOT INCLUDING clothes, decorations, cosmetics and children toys. (newly updated)

4. Pharmacies, personal care stores, convenience stores and mini-marts.

5. Restaurants.

6. Laundry services (including self-service ones).

7. Pet care and pet food stores.

8. Eyeware and optical goods stores.

9. Hardware stores.

10. E-commerce (for all product categories).

11.Wholesale and distribution (all categories of essential service products only)

12. Vehicle workshop, maintenance and spare parts

13Other Specialty Retail Stores (gas stations)

14. Bookstores and stationery shops. (newly updated)

15. Computer shops and telecommunications. (newly updated)

SOP for Phase One of PPN

Here are the SOPs for private sector companies and businesses as of July 16:

 

Private Sector Employees 

  • Approved essential services in the private sector must have official approval from June 1 2021, and onwards.

  • Employee travel is limited to an approved operations letter or worker's pass, or the employer's letter of authority.

  • Worker capacity for the private sector (essential services only) is limited to 60%, including operations and management.

  • Workers must conduct meetings via video conferencing.

  • Seminars, workshops, courses, training and talks are NOT ALLOWED, except in-service training through camp-based training.

  • Seminars, workshops, courses, training and talks conducted online are ALLOWED.

 

Business Activities

  • Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres, and food kiosks are ALLOWED to open from 6 AM to 10 PM for takeaway, drive-through or delivery only.

  • Dine-in and park, dining services and picnics are NOT ALLOWED.

  • Grocery and convenience stores are ALLOWED to open from 8 AM to 8 PM.

  • Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to open from 8 AM to 8 PM.

  • Healthcare services such as hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours or depending on their licensed operating hours.

  • Pharmacies are ALLOWED to open from 8 AM to 8 PM.

  • Petrol stations are ALLOWED to open from 6 AM to 8 PM, except for the ones on tolled highways, which can stay open for 24 hours.

  • Supermarkets, shopping malls, pharmacies, personal care stores, convenience stores, mini-marts and department stores can only open sections limited to food, drinks and essential items from 8 AM to 8 PM.

  • Veterinary clinics and pet food stores are ALLOWED to open from 8 AM to 8 PM.

  • Laundry services and optical shops are ALLOWED to operate from 8 AM until 8 PM. Self-service laundromats must have an employee to be present on-premise.

 

Markets

  • Daily and public markets are ALLOWED to operate from 6 AM to 2 PM, subject to the local authorities, SOP and under RELA/Local Authority supervision.

  • Controlled Fresh Produce Market/Pasar Segar Terkawal (PST) are ALLOWED to open from 7 AM until 12 noon.

  • Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer's Association Complex (PPK) are ALLOWED to operate from 6 AM until 4 PM.

  • Wholesale markets are ALLOWED to operate from 12:01 AM to 6 AM and from 11 AM to 4 PM, subject to the local authorities, SOP and under RELA/Local Authority supervision.

  • Night markets, farmer's markets, weekly markets and guest markets are NOT ALLOWED.

 

Farming, Fisheries, Livestock, Farming and Commodity

  • Fishing for livelihood is ALLOWED.

  • Refer to the List of Essential Services According to Sector.
