Manufacturers Can Operate Based on Workers’ Full Vaccination Rate

The Ministry of International Trade and Industry (MITI) will allow the manufacturing sector to restart its operation based on employees' complete vaccination rate. 

Citing the National Covid-19 Immunisation Programme (PICK) success, MITI's Public-Private Partnership Covid-19 Industry Immunisation Program (PIKAS) has also helped vaccinate over 700,000 manufacturing sector workers throughout Malaysia.

Prime Ministry Tan Sri Muhyiddin Yassin announced that the government has agreed to ease mobility restrictions for fully vaccinated Malaysians.

 

Easing of restrictions

In a media release, MITI announced that it is also easing a few restrictions: 

  1. Non-essential manufacturing sector companies in Phases 1 and 2 of the NRP are allowed to operate according to the rate of their fully vaccinated employees,

  2. Essential manufacturing sector companies in Phases 1, 2, and 3 of the NRP can increase their capacity based on the rate of fully vaccinated employees.

 

Rate of fully vaccinated employees and operating capacity

This newest policy will take effect on 16 August 2021. These are the operating capacity guidelines:

 

  1. 40%-59% fully vaccinated employees: Permitted to operate at 60% capacity,

  2. 60%-79% fully vaccinated employees: Permitted to operate at 80% capacity,

  3. 80%-100% fully vaccinated employees: Permitted to operate at 100% capacity.

 

Requirements to operate

Based on the statement, companies must declare the number and names of their fully vaccinated workers in the Covid-19 Intelligent Management System (CIMS) 3.0. 

After the declaration, companies can directly download the newest approval letter to begin operation. 

However, access to CIMS 3.0 for the vaccination rate declaration is limited to manufacturing sector companies only. 

The Covid-19 Immunisatin Task Force (CITF) will verify the employee vaccination rates. Enforcement personnel will also carry out periodic verification visits to manufacturing sector companies.

Latest SOPs

The latest addition to the current Standard Operating Procedures (SOPs) requires companies to conduct the RTK Antigen Testing through self-testing or at health facilities every two weeks for employees. 

This procedure is a proactive measure to stop the spread of Covid-19 among workers. Existing SOPs such as facemasks, physical distancing, and others are still mandatory for companies. 

The government will take legal action against companies that fail to comply with the SOPs, such as fines or temporary closure of the premises.
