MITI Allows More Sectors to Operate During EMCO in Selangor

The Ministry of International Trade and Industry (MITI) has allowed more sectors to operate in Enhanced Movement Control Order (EMCO) areas in Selangor. The added sectors include those related to the production of healthcare products and food and beverage. 

In a statement yesterday (August 7), MITI announced that these sectors can now operate in localities subject to the EMCO in Selangor:

  • Aerospace sector (Maintenance, Repair and Overhaul (MRO)),
  • Electrical & electronics sector and its supply chains,
  • Essential food and beverage manufacturing companies,
  • Machinery and equipment sector for the production of healthcare and food products.

The announcement also said that these companies could begin their operation on August 7. 

The ministry said the list of essential food and beverage products is available in the EMCO in Selangor's standard operating procedures (SOP) for the manufacturing sector at www.miti.gov.my.

 

Use CIMS 3.0 approval letter

"MITI wishes to affirm that this decision shows the importance and significance of these sectors in maintaining the production of goods in the global supply chain and the critical production of health and food & beverage products in the country.

"Companies in these sectors can recommence operations using the existing Covid-19 Intelligent Management System (CIMS) 3.0 approval letter which displays the acronym 'PKP 3.0' and dated June 2021 and later," said MITI.

The ministry stressed that companies must fully comply with the current SOPs for the manufacturing and the allowed sectors. These companies must also adhere to the workplace capacity at a rate of 60%, as the remaining 40% of workers must work from home. 

 

Workers' health protection

MITI said that it is hopeful that an improved and expedited vaccination programme focused on manufacturing sector workers will protect workers' health and ensure the country's economic sustainability via the Public-Private Partnership Covid-19 Industry Immunisation Programme (PIKAS).

"MITI also urged the industry to work closely with the Government to flatten the Covid-19 curve. Enforcement activities will also be based on evaluating the Hotspot Identification for Dynamic Engagement (HIDE) Early Warning System to facilitate the discovery of high-risk locations for Covid-19 transmission.

"Any firm found violating the SOPs will be subject to legal action including penalties or closure of the premises for a certain period," it said.

Key Food & Beverage Productions*

• Sugar, cooking oil, flour, rice, bread, dairy products, cereals, milk powder, biscuits, sardines, instant noodles, condensed milk and liquid milk, salt, vermicelli & noodles, soy sauce, sauces, spices, baby food, frozen food (chicken, beef, lamb, seafood, vegetables) and Animal feed.

 

Beverage Production

• Mineral water, chocolate malt, coffee/tea, fresh milk.

 

Hygiene, Health and Personal Care Production*

• Baby diapers, adult diapers, medicines, hand sanitiser and face masks.

 

Aerospace*

• Components and Maintenance, Repair and Overhaul (MRO).

 

Machinery and Equipment*

• Only to the production of health and food products.

 

Electrical and Electronic Production

• Includes the supply chain.

*Only involves the packaging, labelling and transportation chains.
