MITI Announces Vaccination Programme for Manufacturing Sector

Ministry of International Trade and Industry (MITI) had announced an initiative called the Public-Private Partnership Industrial Covid-19 Immunisation Programme (PIKAS) to provide for the manufacturing sector.

According to MITI, the government will launch PIKAS as "Phase Four" of the National Covid-19 Immunisation Programme (NIP). It also said that participation would be voluntary for employees and companies. 

Before this, the Special Committee on Covid-19 Vaccine Supply Guarantee (JKJAV) had announced that the NIP had three phases, including Phase Three intended for the general adult population. 

Yesterday, MITI stated that it would coordinate the immunisation for manufacturing sector workers. Several other ministries would also be responsible for the immunisation of workers in their particular sectors. 


PIKAS is intended for the vaccination of manufacturing sector workers.

International Trade and Industry Minister Datuk Seri Mohamed Azmin Ali said that the government is committed to ensuring that workers have free vaccines PIKAS. He added that the private sector would assist in administering vaccines and that MITI will implement the programme nationwide. 

According to Azmin, PIKAS would start on June 16 with on-site vaccination at designated industrial locations and factories. He also said that the programme would prioritise companies in critical sub-sectors, such as:

  • Food processing,
  • Electrical and electronics,
  • Iron and steel,
  • Personal protective equipment (PPE),
  • Medical devices,
  • Rubber products,
  • Oil and gas.

The minister said that while the government would still prioritise the vaccination of vulnerable groups in the NIP, PIKAS was crucial in protecting workers against the Covid-19 infection risk.

He said that these sectors are crucial in supporting the supply chain of essential products and services and the construction, maintenance and smooth functioning of critical infrastructures, including public healthcare system and utilities. 

Azmin said that MITI would also conduct additional sessions with business chambers of commerce and industry associations regarding the coordination of the implementation process.

He stated that the priority of immunisation of companies would be according to several considerations, including the company's location in a Covid-19 red zone. They would be subjected to the terms and conditions that include workers signing up with MySejahtera under NIP.

Azmin warned that employers should not deduct administration fees paid to the private medical general practitioners and for the usage of private-run vaccine administration centres from the worker's salary. This includes cases where the worker is no longer employed by the company before the complete vaccination of the worker.
