
Non-Essential Sectors' HR Staff Can Process Payroll at Workplace

Hire NowIn June 2021, the National Security Council (NSC) has agreed to allow Human Resources or Finance staff from the non-essential economic and service sectors to enter the workplace for the payroll process during the Full Movement Control Order (FMCO) period.
The Royal Malaysia Police (PDRM) has further confirmed this through a media statement on Facebook by the Inspector General of Police on June 6, 2021.
Returning to the workplace for payroll processing
According to an FMM circular, these are the conditions that businesses must strictly follow:
1. Only Human Resources or Finance personnel can return to the workplace to process payroll.
2. The personnel can only enter the premises for a maximum of three days.
3. The employer must issue an authorisation letter to the personnel with the following:
- Full name,
- IC number,
- Designation of the personnel.
4. The letter must show the date and time of work and the employer's contact number to simplify the verification process.
5. The personnel must also obtain a one-off approval from the PDRM. They will need the approval letter and the employer's authorisation letter as proof of travel for work for payroll processing.
6. The personnel must carry the employer's authorisation letter at all times for ease of movement if there is a check by the enforcement authorities on their way to the workplace.
7. The authorities will take strict action against any employer who misuses this specific permission. The permission is for payroll processing only.
8. The personnel must ensure that they follow the Standard Operating Procedure (SOP) at the workplace. They must also comply with the following:
- Check-in at the workplace using the MySejahtera application,
- Check their temperature, and
- Practice social distancing.
PDRM will provide a one-off approval for 2 to 3 days only.

Capacity (60% workforce):

Personal care products and cleaning supplies,

Healthcare and medical care, including dietary supplement,

Personal Protective Equipment (PPE), including rubber gloves and fire safety equipment,

Medical equipment components,
-
Electrical and Electronics,
-
Oil and Gas, including petrochemical and petrochemical products,
-
Chemical products,
-
Machinery and equipment,
-
Textiles for manufacturing of PPE only,
-
Production, distillation, storage, supply and distribution of fuels and lubricants
Warm idle (10% workforce):
-
Automotive (vehicles and components)
-
Iron and Steel
-
Cement
-
Glass
-
Ceramics
List of services sectors allowed to operate under FMCO

Food and beverage (F&B), including for animals

Animal clinics and veterinary

Water
-
Energy

Security and defence

Waste management and public cleaning

Land, air and water transport

Docks, airports and transport related to cargo and commodities

Banks, insurance, takaful and the capital markets

Hotels for quarantine purposes only
