Prime Minister Datuk Seri Ismail Sabri Yaakob said that Selangor, Kuala Lumpur and Putrajaya would move to Phase Two of the National Recovery Plan (NRP) starting September 10.

He said that individuals who have received the complete dose of Covid-19 vaccines could travel across districts. Fully immunised long-distance married couples can now travel interstate. 

The Prime Minister said there will be no roadblocks in the Selangor, Kuala Lumpur and Putrajaya, as it is now considered as one infection area. 

Ismail Sabri also said for areas in Phase Two and Three, there would be more relaxations for barber, hairdresser and beauty salon activities.

Here are other relaxations in Phase Two of the NRP:

  • Fully vaccinated parents can travel interstate to meet their under-18 children;

  • Dine-in is allowed at the food premises for fully vaccinated customers;

Additionally, the government also agreed to ease the SOP for sports activities for states under Phase 1.

Here are the ease of restrictions:

  • Indoor sports activities, except gyms, will be allowed to fully vaccinated individuals.

  • Indoor commercial sports and recreation facilities can operate by regulation only to fully vaccinated clients.

  • Use of the facility must be done through an appointment in addition to complying with SOPs.

  • For the trade and distribution sector, businesses involving nurseries or florists, outdoor equipment shops and housing galleries can operate from September 10. 

 

Economic activities allowed for areas under Phase 2 of the NRP

These are 18 economic activities that are allowed for regions in Phase Two of the NRP:

  • Used goods shops,

  • Photography and photography services shops,

  • Crafts and souvenir shops,

  • Florists and nurseries,

  • Antique shops,

  • Carpet shops,

  • Toy shops,

  • Outdoor gadget shops,

  • Creative content and creative industry accessories shops,

  • Cosmetic, skincare and perfume stores,

  • Tobacco shops, including the sales of vapes and e-cigarettes.

  • Furniture stores,

  • Sports equipment stores,

  • Vehicle distribution and sales centres,

  • Clothing, fashion and accessories stores, and

  • Jewellery stores.

The latest SOPs for the manufacturing sector

According to the latest MKN's SOPs for Phase Two of the NRP, these are the operating capacity guidelines for activities that are not listed under Essential Services for Manufacturing and Construction Sectors:

  1. 40%-59% fully vaccinated employees: Permitted to operate at 60% capacity,

  2. 60%-79% fully vaccinated employees: Permitted to operate at 80% capacity,

  3. 80%-100% fully vaccinated employees: Permitted to operate at 100% capacity.

The current SOPs require companies to conduct RTK Antigen Testing through self-testing or at health facilities every two weeks. It is a proactive measure to stop the spread of Covid-19 among staff. Existing SOPs such as facemasks, physical distancing, and others are still mandatory for companies. 

 

SOPs for Tourism Sector

Tourism activities are only allowed in the same state involving hotels and homestays.

  • Guests who have been fully vaccinated must present the COVID-19 Digital Vaccination Card / Certificate upon check-in.

  • Hotel and homestay operators must ensure that individuals who enter the premises show their COVID-19 Digital Vaccination Card / Certificate, proving that they have been fully vaccinated.

  • Individuals who have received a complete vaccination are allowed to bring their children aged 17 years and below in hotels and homestays under general health protocols.
