
HRDF Claim Malaysia: Step-by-Step Guide (HRD Corp eTRiS)
The Human Resource Development Fund (HRDF) — officially rebranded as HRD Corp in 2021, though "HRDF" remains the more commonly used name — is a strategic government initiative fostering business growth and employee development through workforce skill enhancement. Established under the Ministry of Human Resources, it plays a pivotal role in supporting employers' efforts to upgrade their employees' skills and capabilities, boosting the competitiveness of Malaysian industries in the process.
This guide walks through the employer grant schemes on offer and the full step-by-step process for submitting a training grant claim through the eTRiS portal.
Key Deadlines to Know Before You Start
Two dates matter more than any single step in the process below:
- Apply for the grant at least one day before training starts. Applications submitted after training has already begun risk automatic rejection.
- Submit your claim within 30 days of training completion. This is consistently flagged as the single most common reason HRD Corp claims get rejected — set a reminder for this the moment training ends, not when you remember to file the paperwork.
Once submitted correctly, reimbursement processing commonly takes around 14–30 working days, though this can vary.
Employer Grant Schemes Offered Through HRDF
Skim Bantuan Latihan (SBL)
Encourages employers to retrain and upgrade employees' skills according to their specific business needs, with employers free to identify their own training requirements.
Skim Bantuan Latihan Khas (SBL-Khas)
The major scheme under HRDF, providing financial assistance in the form of training grants supporting a variety of programs tailored to the employer's business needs. This is the scheme most claims are submitted under today.
Industrial Training Scheme (ITS)
Designed for trainees undergoing training at the employer's premises before graduating, equipping them with practical skills and experience.
Future Workers Training (FWT)
Ensures future workers possess necessary skills and competencies before entering the workforce, proactively reducing the industry skill gap.
On-Job Training (OJT)
Facilitates training of unskilled or new workers by pairing them with skilled workers in a real work environment, promoting hands-on learning.
Computer-Based Training (CBT)
Allows employees to learn at their own pace and location using computer-based learning software, supporting continuous, flexible development.
Information Technology (IT)
Encourages employers to train employees in IT, with financial assistance available to help purchase computer equipment and internet connectivity (for the first year only).
Recognition of Prior Experiential Learning (RPEL)
Certifies workers who lack formal certification but have acquired relevant knowledge, experience, and skills on the job over time, validating their expertise and opening further career opportunities.

Supports in-house employee development by funding training aids, and helps set up, renovate, or improve training rooms.

Requirements
- You are a Registered HRD Corp Employer.
- The training provider is a Registered HRD Corp training provider.
Required Documents
- Training course quotation or invoice
- Training course content outline
- Training course schedule or training date
- Trainer profile — the trainer must be at least TTT-certified or an HRD Corp-accredited trainer
- PDF format is preferred for all documents
Allowable Claimable Items
- Course fee
- Meal allowance
- Trainee allowance
- Consumable training materials
- Airfare ticket or transportation
- Internet data cost, up to RM100 per group (for remote online learning only)
Steps to Submit a Training Grant Application on eTRiS
Note: eTRiS interfaces do get updated periodically — if any step below doesn't match what you see on the portal, check HRD Corp's official support centre for the current version rather than assuming the process below is out of date on your end.
- Log in to your Employer's eTRiS account using your username or MyCoID and password.
- Click the "Application" icon.
- Click the "Grant" folder on the left side under "Applications."
- Click the "Apply Grant" sub-folder under the Grant folder.
- Click "Apply." Here you can check your levy and grant balance — you can't apply if your levy balance is insufficient for the training fees.
- Select "Scheme Code" — choose "HRD Corp Claimable Courses: Skim Bantuan Latihan Khas," then click "Apply."
- Select your Immediate Officer, then click "Next."
- Select the Training Provider by searching the provider's name or MyCoID, then click "Next."
- Select the Course Title from the list.
- For HRD Corp Focus Area, choose "Not Applicable" unless the training relates to Industry 4.0, Green Technology, FinTech, Smart Construction, Smart Farming, Aerospace, Blockchain, Future Technology, or Micro-credentials.
- Select the Type of Training: Public (open to all companies), In-House (your company only), or Remote Online (live via Zoom). Enter all required programme details, then click "Next."
- Enter the Training Location, with all required training details, then click "Next."
- Select the Level of Certification — choose "Certificate of Attendance," tick "Yes" for practical/hands-on if applicable, then click "Next."
- Click "Add Batch" — enter "1" if training a single group of employees, then "Save."
- Click "Add Trainee Details" to enter participant information. Participants must be under the company's payroll.
- A pop-up window will appear for entering trainee details.
- Click "Add" for additional participants, then "Save" once all details are entered.
- The window will close — click "Next" to continue.
- Enter Training Fees and Allowance details, then "Save."
- Complete the Declaration form, ticking to acknowledge the employer's declaration.
- Add Attachments for required documents — enter a description for each file, select the files, and click "Add Attachment" for additional documents. Click "Save" to complete the application.
