Works Ministry Limits Worker Capacity at Construction Sites to 60%

According to Senior Works Minister Datuk Seri Fadillah Yusof, the government is limiting the capacity of workers at construction sites to 60%. However, operating hours of construction works are subject to directives from the local authorities. 

In a statement yesterday, the minister stated that all construction work could proceed. However, the workers must fully adhere to the Standard Operating Procedures (SOPs) or face closure order of construction sites or compound fines.

Fadillah said that he had instructed the Construction Industry Development Board (CIDB) to upgrade the monitoring and enforcement of SOPs at construction sites and the placement of construction workers. 

He stated that CIDB has the authority to close and also issue compounds on construction sites to do not comply with SOPs or commit any offence under Act 446 (the Workers' Minimum Standards of Housing and Amenities Act 1990) and Act 520 (the Construction Industry Development Board Act).


Workers at construction sites are limited to 60% capacity.

The minister said that CIDB also has the right to impose disciplinary action on contractors who are found guilty. The disciplinary action will likely result in these contractors' registration being suspended or revoked. 

Fadillah added that contractors should appoint Safety and Health officers to monitor SOPs compliance at construction sites. Additionally, these officers are also capable of monitoring other safety and health guidelines for the contractors. 

 

Covid-19 cases at construction sites

Based on statistics by the National Security Council, the authorities have detected a total of 709 Covid-19 cases at construction sites involving 25 clusters from April 12 to 30. 

The number of Covid-19 cases at construction sites increased to 880 from 52 clusters from May 1 to 19. 

CIDB had also conducted inspections on 2,532 construction sites from January 13 to May 23. 2,502 of these constructions sites did not adhere to the previous SOPs.

CIDB found that two constructions did not comply with the SOPs and ordered them to close down.
