Businesses Under Phase 3 of NRP Must Ensure Proper Ventilation

Under Phase Three of the National Recovery Plan (NRP), reopening businesses must ensure good indoor ventilation to stop the spread of Covid-19 and keep to other safety measures.

In the National Security Council's (NSC) latest standard operating procedures (SOPs), businesses such as restaurants, malls, hair salons, vehicle workshops, and laundromats must adhere to the ventilation and indoor air quality guidelines released by the Department of Occupational Safety and Health (DOSH).

The guidelines recommend these practices to improve ventilation and increase natural airflow:

  • Opening windows or doors, 

  • Decreasing the number of people in air-conditioned spaces, and 

  • Using portable air purifiers indoors.

There are also detailed suggestions, such as:

  • Deploying an air filter with a Minimum Efficiency Reporting Value (MERV) 13 or 14, 

  • Using a High-Efficiency Particulate Air (HEPA) filter, and

  • Using exhaust fans.

Malls, hypermarkets and retail stores

Other than improving air quality and ventilation, the NSC also asked these businesses to limit temperature-taking checkpoints to only one at the main entrances of the malls or shared buildings.

The NSC also notified malls, supermarkets and hypermarkets to limit the number of patrons to one person per four square meters.

 

Restaurants, laundromats and opticians 

These businesses must ensure proper ventilation and airing systems and limit temperature-taking checkpoints to only one at the main entrances of shared buildings. 

Restaurants must have one-metre physical distancing between dine-in customers. 

 

Car workshops, car wash, and gas stations

The NSC reminded petrol stations to have scannable registration QR codes positioned in stores, prayer rooms, toilets, workshops, manual car wash, and anywhere else in their vicinity that close contact may happen.  

The same SOP regarding ventilation and airing systems guidelines also apply to these businesses. 

 

Barbershops, salons and beauty centres

The NSC has banned several activities for barbershops, salons, and beauty centres, such as:

  • Ear cleaning,

  • Nose hair cutting,

  • Head, shoulder and body massages at barbershops, 

  • Face washing and facial treatments,

  • Eyelash and hair make-up,

  • Hair treatments,

  • Manicures and pedicures.

The NSC announced that only essential services listed under the Phase Three of the NRP are allowed to operate. Other than that, these businesses must also ensure proper ventilation and limit the number of customers to one per four square metres. 

Employees with a Red Risk Assessment in the MySejahtera app are not allowed to be in these premises, along with Covid-19 close contacts and persons of interest (PUI).

 

Announced on June 15, the NRP set four phases for Malaysia to recover from the Covid-19 pandemic.

In Phase Three, all manufacturing sectors are allowed to operate and other businesses that the NSC has given the green light.

As of now, Perak, Perlis, Labuan and Sarawak are in Phase Three of the NRP.
