Hire NowYesterday, the National Security Council (MKN) had released the latest SOPs for the current Conditional Movement Control Order (CMCO). People can now travel between Kuala Lumpur and Selangor, but movement to other states under CMCO is still not allowed.
The latest CMCO SOPs
The SOPs apply to the following states:
- Kedah (excluding Langkawi)
- Kelantan
- Penang
- Perak
- Selangor
- Kuala Lumpur
- Negeri Sembilan
- Johor
- Sarawak
The SOPs are in force from 5 until 18 March 2021, whereas for Sarawak, the SOPs are in force from 16 until 29 March 2021.
These are the guidelines for employee activities, meetings and seminars:
Employee movement

Movement out of or into CMCO, MCO, and Recovery MCO areas are allowed for employment. Employees' movement is subject to the employer's confirmation letter or employee pass.

Those who are self-employed will require an operating approval letter or business licence from the local authority.

Movement to Enhanced MCO (EMCO) areas is not allowed.

Employees' attendance capacity in the private sector is 30% for the management, and the number of operating and support employees set by the employer.

Transports carrying employees, which includes private vehicles, are permitted to operate under the SOPs.
MICE (Meetings, Incentives, Conventions and Exhibitions)

Business events related to MICE can operate at 50% of the premises' capacity.

Must comply with physical distancing.

Face masks are mandatory.

Based on the CMCO MICE SOPs.
The attendance of meetings and seminars must be at a maximum of 50% of the place's capacity.
Meetings
-
Face-to-face meetings for official work held in hotels, offices and other institutions are allowed.

Only 50% of meeting room capacity

Must comply with physical distancing.

Face masks are mandatory.
-
Meetings are encouraged to hold via video conferencing.
Seminars
-
All seminars, conferences, workshops, courses, training, talks and exhibitions can operate at 50% of the premises' capacity.

Face masks are mandatory.

Based on the General SOPs of the Official Government and Private Councils' Implementation.
Movement within or across districts and states
-
Movement within the CMCO areas is allowed.
-
Kuala Lumpur and Selangor are recognised as one zone; therefore, cross-movement is permitted.

Movement to other CMCO, MCO, RMCO, and EMCO areas is not allowed unless with PDRM's permission.
Vehicles
-
The number of passengers permitted in a private vehicle is based on the vehicle's capacity. High-risk adults and children are not encouraged to go out into public, open and crowded areas.

The numbers of personnel permitted in vehicles carrying necessary goods and services and the chain of economic or industrial activities depend on the commercial vehicle registration licence.

The movement of private vehicles, private companies or government departments for work purposes depends on the vehicle's seating capacity.
Transportation
-
All airports and ports' activities and services are permitted to operate.

Public transport services such as LRT/MRT/ERl/Monorails, stoop and express buses, ferries, planes, taxis/e-hailing and other public transport services can operate based on vehicle capacity. Operating hours are based on licence conditions.

Food delivery services can operate from 6 am to midnight.

Cross-state permits are approved for long-distance married couples after they obtain PDRM's permission.
Permitted activities within CMCO areas
-
Businesses are allowed to operate as decided by the government.
-
Government and private clinics and hospitals are allowed to operate for 24 hours, or according to the time decided by the government.

Pharmacies and shops that dispense medication are permitted to operate from 8 am until midnight.

Supermarkets, retail stores, and shopping malls can operate according to the SOPs, from 6 am until midnight.

Restaurants, food stalls, food trucks, street hawkers, food courts, grocery and convenience stores can operate from 6 am to midnight in compliance with the SOPs of the food sector.

Restaurants and eateries can operate on a dine-in basis with a 1-meter distance between customers, according to the table size. Takeaway, delivery, or drive-thrus in compliance with the food sector SOPs. Operating hours are from 6 am to midnight, subject to licence conditions.

The operation hours of daily markets, night markets, wholesale markets, farmers markets, and bazaars will be based on the licence or permit, in compliance with SOPs, authorities' supervision, and RELA members.

The petrol stations' pumping operation hours will be between 6 am until midnight. Highway petrol stations can operate 24 hours.

Laundry operations are allowed from 6 am until midnight.

Spa, massage, and wellness activities are allowed (including pedicure and manicure services) from 6 am to midnight or according to the local authority's conditions, whichever is earlier.

Other businesses' operation for permitted daily needs are from 6 am to midnight, subject to licence conditions.
Workers must wear face masks at the premises.
Physical distancing measures
-
Premise owners and licensees must ensure control of customers' entry and exit of the premises with 1 meter of physical distancing.

Hand sanitisers must be provided at the entrance.

Premise owners and licensees must have the MySejahtera QR code facility and provide the customer attendance registration book.

It is mandatory to use the MySejahtera app in areas with internet access. Areas without internet access are exempted.
-
Premise owners and licensees must ensure customers check-in with MySejahtera, or manually if there is no internet coverage.
-
For supermarkets, departments stores and shopping complexes, customers must perform a body temperature scan once at the complex's entrance.
-
Customers with body temp above 37.5 Celcius should not be allowed to enter.
-
Owners of complexes and premises outside the complex must make sure that only customers with "Low Risk" status in MySejahtera can enter the complex or premise.
-
Premise owners and licensees should limit the customer number with a physical distance of 1 meter at a time and show the number of maximum customers allowed.

Workers, suppliers and customers must wear face masks according to MOH recommendations.

Owners must ensure good ventilation on the premises.
Situations and places where face masks are not required
-
In one's own home, alone or with household members.
-
Hotel rooms or paid accommodation, alone or involving the same household's members.
-
Solitary workspaces.
-
Indoor & outdoor sports.
-
Recreational activities.
-
In one's own vehicle, alone or with household members.
-
Indoor or outdoor public areas and spaces without another person.
-
Eating and drinking in any public area without another person.
