
Jabatan Perkhidmatan Awam: No Large-Scale Contract Termination for Workers Without SPM

Hire NowThe Jabatan Perkhidmatan Awam (JPA) has confirmed that there is no instruction to end contracts on a large scale for government workers who do not have Sijil Pelajaran Malaysia (SPM).
This statement comes after concerns from Cuepacs, a government worker union, about 30,000 contract workers losing their jobs.
JPA’s Statement on Contract Workers
JPA stated that contract hiring (CoS) depends on the needs of the service and an agreement between both parties.
For 2024, only 2,037 workers without SPM were approved under the OS29000 provision.
By February 13, 2024, a total of 108 applications were submitted by different agencies to relax the service scheme rules and allow contract renewal for workers without SPM.
Out of these:

83 applications were approved.

25 applications were rejected due to issues like ongoing contracts or previous hiring problems.
This decision shows that the government is handling the issue fairly and considers all aspects before making changes.
No Immediate Job Loss for Workers Without SPM
JPA also clarified that the new Sistem Saraan Perkhidmatan Awam (SSPA) has upgraded 14 service schemes, which previously required PMR or PT3, to now require SPM.
However, this does not mean workers with PMR or PT3 will lose their jobs.
This change aligns with the national education system, which no longer uses PMR and PT3 exams.
As a result, SPM is now the minimum education level for government service. "This decision is also in line with changes in the national education system, which no longer implements PMR and PT3 examinations. With the abolition of PMR and PT3, SPM is now the lowest education level that qualifies a person to enter public service," JPA explained.
Job Applications for Government Work
According to the Suruhanjaya Perkhidmatan Awam (SPA), 302,284 people applied for the Pembantu Khidmat Am position. Out of these, 186,010 applicants have SPM.
JPA said the government must ensure a balance between qualification requirements and job opportunities for suitable candidates.
The Cuepacs claim about 30,000 job losses is not accurate because contract hiring follows strict rules and government policies.
The government is always open to discussions with Cuepacs to find the best solutions while maintaining fair treatment for all workers.
