Only Essential Services Workers Can Go to Work During EMCO

Last week, the government placed most areas of Selangor and Kuala Lumpur under the enhanced movement control order (EMCO) to control the increasing Covid-19 cases. From July 3 to July 16, Areas under the EMCO need to adhere to an 8 pm curfew. Senior minister Datuk Seri Ismail Sabri Yaakob said that the government would only make exemptions for emergencies and prior approval from the police. 

Here are the areas under the EMCO:

  • Gombak: Batu, Rawang, Setapak, Hulu Kelang, Kuang

  • Hulu Langat: Hulu Langat, Ampang, Cheras, Kajang, Semenyih, Beranang

  • Hulu Selangor: Serendah, Rasa, Ulu Yam, Batang Kali

  • Klang: Klang, Kapar

  • Kuala Selangor: Ijok, Bestari Jaya, Jeram

  • Kuala Langat: Tanjung 12(1), Tanjung 12(2), Teluk Panglima Garang,

  • Kuala Lumpur: PPR Sri Semarak, PPR Batu Muda, Flat Seksyen 2 Wangsa Maju, Flat Seksyen 1 Wangsa Maju, Kampung Padang Balang, Taman Koperasi Polis, Flat Sri Sabah, Kampung Puah, PPR Kampung Baru Air Panas, Flat Desa Pandan, Kampung Batu Muda, PPR Kerinchi, Bandar Baru Sentul, Taman Ikan Emas

  • Petaling: Petaling, Damansara, Sungai Buloh, Bukit Raja

  • Sepang: Sepang, Dengkil, Labu

Only essential services workers can go to the workplace

Human Resources Minister Datuk Seri M Saravanan said that only workers in essential services could leave their homes in EMCO areas to go to work when it is in force. 

"Therefore, employers are required to abide by this order and allow their workers (in non-essential services) to work from home (WFH)," he said.

The minister reminded employers to follow the EMCO's standard operating procedure (SOP), particularly on the number of staff allowed in the workplace. 

Since May 23, the HR ministry has received more than 1,878 complaints about companies forcing workers to go to the workplace. "The ministry gives attention to complaints received and will take the appropriate action," he said.

He said that the Ministry of Human Resources had received many complaints that employers had threatened employees with termination if they refused to work from the workplace.

Between June 1 and July 1, the Labour Department and the Occupational Safety and Health Department had issued 59 compound notices for violating the worker attendance capacity at the workplace.

Since May 23, the HR ministry has received more than 1,878 complaints about companies forcing workers to go to the workplace. 

 

Areas under the EMCO will face the following restrictions for the next two weeks:

  • Only one passenger is permitted inside taxis and ride-hailing vehicles.

  • Public transport will run at 50% capacity.

  • Only one household member can go out to buy essential items, such as groceries.

  • Wholesale markets can open from midnight to 6 am. Other markets can operate from 6 am to 2 pm.

  • Restaurants will only allow takeaways or drive-throughs

  • No social, sports or recreational activities are allowed.

  • Employers in non-essential services must enable employees to work from home or provide leave.

  • Only selected factories, including the ones producing food items, can run during the EMCO.

  • Only essential services, like sewage, utilities, and cleaning, can operate from 8 am to 8 pm.

  • Domestic travel remains forbidden, but people can travel across districts and state lines for vaccination. They must provide clear proof of their appointments via the MySejahtera app.

  • Petrol stations can operate from 6 am to 8 pm. The ones along highways can operate 24 hours.

  • Airports and harbours can operate as per usual.
