Hire NowAccording to Singapore's Multi-Ministry Taskforce (MTF), all Work Pass holders must be fully vaccinated before arriving in the country starting November 1, 2021.
The Taskforce stated that this action allows the necessary workers to enter the country's borders in a calibrated and safe manner while reducing public health risks.
Singapore's medical services director, Kenneth Mak, stated that currently, the country recognises persons who have been fully vaccinated with vaccines classified by World Health Organisation (WHO) under the emergency-use listing (EUL) list.
Vaccination requirement
The vaccination requirement includes work pass holders' dependents and work pass holders on "in-principle approval" with travel history to countries classified under Categories I and II of risk.
However, this requirement will not apply to persons applying under the Periodic Commuting Arrangement (PCA). It will apply to persons applying to enter Singapore through the Work Pass Holder General Lane.
This new requirement does not apply to those who applied under the Periodic Commuting Arrangement.
The MTF said Singapore would also resume entry approvals for S Pass & work permit holders from the Construction, Marine Shipyard, and Process (CMP) sectors, and Migrant Domestic Workers (MDWs), who are entering from Categories III and IV countries. Malaysia is currently placed under Category IV.
However, it will be on the condition that they are fully vaccinated before arriving and do not have travel history to India, Bangladesh, Nepal, Myanmar, Sri Lanka and Pakistan.
Entry approvals will be limited
The task force said that these groups could begin applying for entry approval starting October 15. It also said that it would limit the entry approvals due to the evolving local and global Covid-19 situation and the need to reduce importation risk.
MTF also said that pass holders might need to wait about 3 to 6 months before they are allowed to enter Singapore.
Pass holders who are medically ineligible for the vaccine can appeal for exemption from the vaccination requirement. They must be supported by a doctor's memo before they apply for entry approval.
